Just to update, the ATIS says that runway 13R/31L is closed, and the departing runway is 31R, with arrivals coming in on ILS 4R. What are the explanations for this configuration?

Just wondering why there are heavy jet departures flying off of runway 31R? They are flying the standard climbs such as breezy point and Pelue, but why are they going off of runway 31R instead of the left?

We normally land 4R and dep 31L on the mid shift. Since 31L was closed, we used 31R.
