Hi Jim, I have a regulator like the one you described. My great aunt was a school teacher in the 20's and I have had it since the 70's. If you could either send me a picture or more description I'll see if I can help with the restoration.
It will probably need cleaning. Do you repair clocks or just collect them?
I have a hundred or so and also repair. Let me know if I can help you.
