Lawmakers consider funding for cold-case investigation unit
DES MOINES (AP) — Funding for a statewide unit to investigate unsolved murders has been included in House budget proposal.
Money for a cold-case investigation unit is part of a proposed justice system budget being considered by the House Appropriations Committee.
The unit would initially have two agents who would focus on the state’s 150 murders that have gone unsolved over the past 50 years.
“We’ve demonstrated in the past that if we can dedicate time to these cases, we have had success,” said Kevin Winker, a special agent for the Iowa Division of Criminal Investigation, which would likely oversee the unit.
Winker said the cold-cases are not regularly reviewed because investigators are busy with newer cases.
Emily Blomme, the program director of the nonprofit Horizons Survivors Program, said focusing on the cold cases would help grieving families and enhance public safety by potentially arresting dozens of killers.
Brandi Hoffman, whose niece Evelyn Miller was found dead after disappearing from her family’s apartment in Floyd County in 2005, said the creation of a cold-case unit is long overdue. No one has been arrested in Miller’s slaying, and while the case is not classified as a cold-case, Hoffman fears someday it could be.
“I think something like this has been ignored for too long,” Hoffmann said of the creation of the cold case unit. “Something like a homicide is unpleasant to begin with but it’s especially unpleasant if it goes unsolved.”
A $200,000 federal grant would pay to start the program but legislative approval to officially create it.
